高铝粘土矿产和萤石矿产是我国重要的矿产资源，对国民经济发展具有重要作用。为贯彻落实《国务院办公厅关于采取综合措施对耐火粘土萤石的开采和生产进行控制的通知》（国办发〔2010〕1号）中对高铝粘土和萤石实行开采总量控制的要求，保护和合理利用可用竭的矿产资源，保障可持续发展的需要，依据矿产资源规划，经综合研究资源储量、现有探矿权、采矿权设置情况以及国际、国内市场需求和未来发展趋势等因素，部决定，对高铝粘土矿和萤石矿实行开采总量控制管理并分年度下达开采总量控制指标；原则上不再受理新的高铝粘土矿和萤石矿的勘查、开采登记申请。现将有关事项通知如下北京日语口译。

Clay minerals and fluorite mineral alumina are important mineral resources, which have an important role in national economic development. To implement the quota control requirement of high-alumina clay and fluorite mining in “Notice of Comprehensive Measures on Mining and Production Control on Refractory Clay Fluorite by the State Council” (SCS 〔2010〕 1), so as to protect and rationally use exhausting mineral resources, and to ensure sustainable development. Based on mineral resources planning, the comprehensive study of reserves, the existing prospecting and mining rights approved, as well as the international and domestic market demand and future development trends and other factors, the Department decided to control the mining quota of the high-alumina clay minerals and fluorite, and the mining quota will issued in a yearly manner. Basically, we will not approve new high-alumina clay mineral fluorite ore exploration and mining application for registration. Hereafter is the Notice.

各省（区、市）国土资源行政主管部门要按照部下达的高铝粘土矿和萤石矿开采总量控制指标，根据本辖区内矿山企业储量状况、资源开发利用情况，认真做好指标分解和下达工作。做到控制指标到市、到县、到矿山企业，分级负责，层层落实，并于5月底前将指标分解落实情况和企业名单公示并公告后报部翻译公司。

The administrative departments of land and resources of the provinces (autonomous regions and municipalities) should do well the job of index assignation and assigned according to the controlling quota of fluorite mineral alumina clay issued by the Ministry, and the reservation, resource development and utilization situation of the enterprises in the area. The control targets should be controlled in levels of responsibility shared by the city, counties, mining companies. The quota assignation situation and list of enterprises should be reported to the Ministry by the end of May.
