As the first county across where Yellow River flows into Shandong Province, the county of Dongming has 7 towns, 6 chief villages, 1 development zone and 389 administrative villages, with a total area of 1,357 square km that provides agricultural area 1,240,000 mu, the total population of 740,000 including 640,000 country people. Therefore, Dongming belongs to the typical agricultural county. Four of its countries, Jiaoyuan, Shawo, Caiyuanji and Changxing, belong to the sand area or semi-sand area, with the population of 208,000 and the sand area of over 430 square km. Because of some historical elements and the constant natural disasters like drought, rainstorm and flood, the county’s economy is extremely poor and so is the public finance, it is a nation-level poor county. In the autumn of 2003, the flood made the county become the focusing center for the main leaders of our party and country. President Hu Jintao, premier Wen Jiabao and the main leaders in Shandong Province have come to the county to see the bad situation and suffered people.
