孙文盛,男,汉族,山东威海人,1942年2月出生。1966年2月加入中国共产党,大学文化程度,工程师,1963年8月毕业于山东冶金学院冶金系,同年11月于湖南株洲冶炼厂参加工作。历任该厂技术员、副工长,厂调度室副主任,车间主任兼党支部书记,厂党委委员,厂办公室副主任、主任,1981年12月任副厂长。1983年5月任湖南株洲市委书记、军分区第一政委。1984年8月任中共湖南省委组织部副部长,1985年7月任中共湖南省委常委、省委组织部长,1989年1月任中共湖南省委副书记兼省委组织部长,1991年10月任中共湖南省委副书记。1993年9月任中共山西省委副书记、代省长。1994年3月任中共山西省委副书记、省长。1999年6月任中华人民共和国国土资源部副部长、部党组成员,1999年12月任国土资源部副部长、党组副书记。2003年10月任国土资源部党组书记、部长。1985年在中国共产党全国代表会议上增选为第十二届中央委员会候补委员,第十三届中央委员会候补委员,第十四届中央委员会候补委员、十四届六中全会上递补为中央委员会委员,第十五届中央委员会委员,十六届中纪委委员。九届全国人大代表上海翻译公司。
Sun Wensheng, male, Han, a native of Weihai, Shandong Province, was born in February 1942 and joined the CPC in February 1966. He is an engineer with a university degree. In 1963, he graduated from the Department of Metallurgy of Shangdong Institute of Metallurgy in August and then entered Hunan Zhuzhou Smelter in November, successively holding the posts of Technician, Deputy Section Chief, Deputy Director of the Control Center of the plant, Workshop Director and Secretary of the CPC Branch concurrently, a member of the Party Committee of the plant and Deputy Director and Director of General Office of the plant. In December 1981, he was promoted Deputy Director of the works. In May 1983, he assumed office as Secretary of Zhuzhou Municipal Committee of the CPC, Hunan Province, and the First Political Commissar of the Military Sub-region. In August 1984, he acted as Deputy Head of the Organization Department of Hunan Provincial Committee of the CPC. In July 1985, he was appointed as a member of the Standing Committee of Hunan Provincial Committee of the CPC and Head of the Organization Department of Hunan Provincial Committee of the CPC concurrently. In January 1989, he took up office as Deputy Secretary of Hunan Provincial Committee of the CPC and Head of the Organization Department of Hunan Provincial Committee of the CPC concurrently. In October 1991, he assumed the post of Deputy Secretary of Hunan Provincial Committee of the CPC. In September 1993, he served as Deputy Secretary of Shanxi Provincial Committee of the CPC and Acting Governor of Shanxi Province. In March 1994, he established himself as Deputy Secretary of Shanxi Provincial Committee of the CPC and Governor of Shanxi Province concurrently. In June 1999, he served as Vice Minister of the Ministry of Land and Resources of P. R. C. and a member of the Party Leading Group of the Ministry of Land and Resources concurrently. In December 1999, he was appointed as Vice Minister of the Ministry of Land and Resources and Deputy Secretary of the Party Leading Group of the Ministry of Land and Resources. In October 2003, he Secretary of the Party Leading Group of the Ministry of Land and Resources and Minister of the Ministry of Land and Resources concurrently. At the National Congress of the CPC in 1985, he was co-opted as an alternative member of the 12th Central Committee. After that, he was an alternative member of the 13th Central Committee and the 14th Central Committee respectively. At the 6th Plenary Session of the 14th Central Committee, he was by-elected as a member of the Central Committee. Then he was a member of the 15th Central Committee and the 16th Central Commission for Discipline Inspection respectively. Besides, he was a deputy to the 9th National People’s Congress (NPC).
李元,男,汉族,1947年2月生,上海嘉定人。大学本科经济学专业毕业,曾获经济师职称和土地估价师资格,中国土地学会总顾问,中国行政管理学会常务理事,北京大学、中国人民大学、南京农业大学、浙江农业大学等校兼职教授,中国人民大学博士生导师。1972年12月加入中国共产党。1964年考入中国人民大学学习。1970年分配到太原钢铁公司工作,先后当工人、宣传干事、理论教育科副科长。1977年起在冶金部工作,曾任部长秘书、处长。 1982年在石油工业部工作,曾任部长秘书、外事司副司长、中国石油天然气勘探开发公司常务副总经理。1986年在中央办公厅办公室工作,曾任经济组负责人。1988年在中央政改研究室工作,曾任行政改革局局长。1991年任国家经济体制改革委员会分配体制司司长,其间曾在中央党校进修半年。1994年任国家土地管理局党组成员、副局长,1996年任国家土地管理局党组副书记、副局长。1998年3月任国土资源部党组成员,同年4月任国土资源部副部长,2004年10月起任国土资源部党组副书记、副部长日语口译。
Li Yuan, male, Han, a native of Jiading District, Shanghai, was born in February 1947. After graduating from the undergraduate specialty of Economics, earning the title of economist and the qualification as a land appraiser, he successively served as Chief Adviser of China Land Science Society, a managing director of Chinese Public Administration Society, a part-time professor of such schools as Peking University, Renming University of China, Nanjing Agricultural University and Zhejiang Agricultural University and a doctoral tutor of Renming University of China. In December 1972, he joined the CPC. In 1964, he was admitted to Renming University of China. In 1970, he was assigned to Taiyuan Iron and Steel (Group) Co., Ltd., acting as a worker, a propaganda officer and Deputy Chief of Theological Education Section in succession. From 1977, he worked for the Ministry of Metallurgy, holding the posts of Secretary to Minister and Division Chief. In 1982, he was transferred to the Ministry of Petroleum Industry, taking up the successive posts of Secretary to Minister, Deputy Director of the Department of Foreign Affairs and Deputy GM of China National Oil Development Corp. (CNODC). In 1986, he entered General Office of the CPC Central Committee, once in charge of Economic Group. In 1988, he joined Political Reform Research Office, ever taking up the post of Director of Administrative Bureau. In 1991, he was appointed as Director of the Department of Distribution System of State Commission for Restructuring Economy, during which, he was engaged in half-a-year advanced studies at the Central Party School. In 1994, he assumed office as a member of Party Leadership Group of State Bureau of Land Administration and Deputy Director of the bureau. In 1996, he took up office as Deputy Secretary of Party Leadership Group of State Bureau of Land Administration and Deputy Director of the bureau. In March 1998, he was promoted a member of Party Leadership Group of the Ministry of Land and Resources and in the following April, he established himself as Vice Minister of the Ministry of Land and Resources. Starting from October 2004, he served as Deputy Secretary of Party Leadership Group of the Ministry of Land and Resources and Vice Minister of the ministry.
