'I would not be surprised if before the end of this [news conference] you will see something' in terms of bond purchases, ECB President Jean-Claude Trichet said after the bank's monthly meeting, where officials voted to leave their key lending rate at 1.5%, as expected. It was the first time Mr. Trichet had personally delivered the message that the ECB was buying bonds. Normally investors must wait for a weekly update of the ECB's activity.

After nearly two years of an escalating debt crisis, ECB officials still appear to be trying to find their footing. They are loath to provide too much support to the euro zone, which would take pressure off national governments to get their finances in order. But they are unwilling to remain on the sidelines and watch the banking system collapse. The result has been a series of half-measures that have pleased no one.

Mr. Trichet again urged European governments to take on a greater crisis-response role. Last month, European leaders agreed to give the 440 billion ($630 billion) rescue fund added flexibility to purchase government bonds, potentially relieving the ECB of its crisis-fighting burden. But the proposal must be approved by euro-zone parliaments, a process that could take months.
