This Contract shall be applicable for pre-lease of commercial houses within the urban administrative area and the lease of house with rent identified after negotiation according to the marketization principle, excluding publicly owned residential house leased with rent standard stipulated by the municipal government, public interest non-residential house leased by the way of administrative deployment and constructed with governmental investment, or lease of private residential houses according to the rent standard stipulated by the municipal government before the promulgation of Statute.

The pre-lease shall be only applicable for the commercial house that is invested, constructed by real estate developing enterprises and has permit for advance sale; but the commercial house that has been sold by the real estate development enterprise in advance shall not be pre-leased; people purchasing the commercials house in advance shall not lease the commercial house purchased in advance.
